Dr. Doreen Ingabire

Dr. Doreen INGABIRE is currently the Division Manager for the Veterinary Medicines and Devices Registration division at the Rwanda Food and Drugs Authority. In this role, she oversees the regulation and registration of veterinary medicines and devices to ensure their safety, quality, and efficacy. Prior to this position, from June 2021 to March 2024, she served as a Veterinary in Vitro Diagnostics and Medical Devices Registration Analyst at Rwanda FDA.
Dr. Doreen is a qualified Veterinary Doctor, holding a Bachelor’s degree in Veterinary Medicine. She also has a Master of Science in Field Epidemiology and Laboratory Management (FELTP) from the University of Rwanda, College of Medicine and Health Science, School of Public Health.
Doreen has acquired different trainings such as assessment of Vaccines and biological products technical files, assessment of clinical trial applications, assessment of medical devices and IVDs technical files, Documentation format requirements, and Principles of assessment for the WHO Prequalification and Emergency Use Listing of Vaccines and assessment of clinical trials & Vaccines Emergency Authorizations by WHO.
Before joining Rwanda FDA, Dr. Doreen worked as an assistant researcher in animal health at the Institut des Sciences Agronomiques du Rwanda (I.S.A.R) since 2011. Following the merger of I.S.A.R. with other institutions, she continued her work at the Rwanda Agriculture and Animal Resource Development Board (RAB).
In her extensive career spanning over 13 years of experience in the veterinary field, Dr. Doreen has been involved in various aspects of animal health and reproduction management, feed formulation, and animal welfare measures. She has also played a significant role in conducting different trainings for farmers across Rwanda, sharing her expertise in animal health and management practices.
