Associate Professor Raymond Muganga
Acting Director General
Acting Director General Raymond is an Associate Professor of Phytomedicine and is currently the Acting Director General of the Rwanda Food and Drugs Authority (Rwanda FDA) since August 13, 2026. Before his current role, he served as the Head of the Laboratory Services Department at Rwanda FDA from April 2024. Before this role, he was the Division Manager for the Quality Control Laboratory Division. Before joining Rwanda FDA, he worked at the University of Rwanda, School of Medicine and Pharmacy since 2001, where he served as the Head of the Pharmacy Department (2005-2007), Head of Laboratory Services and Industrial Linkage at Huye Biotechnology Laboratories Complex (2018-2022), and the coordinator of training of the Centre of Excellence for Vaccines, Immunization and Health Supply Chain Management (2021-2022).
He has contributed extensively to academia as a Visiting Lecturer at the University of Liège in Belgium and as an External Examiner at the University of Nairobi in Kenya. He was also the Chairperson of the Rwanda National Pharmacy Council from 2013 to 2019. He provided technical assistance to the Ministry of Health in Rwanda since 2006 in formulating the Standard Treatment Guidelines, Drug Formulary, and Essential Medicines list. He is currently the Chairperson of the NAPRECA (Natural Products Research Network for East and Central Africa) Rwanda chapter.
Assoc. Prof. Raymond’s expertise spans traditional Medicine, phytomedicines, the rational use of medicines, clinical pharmacy, and pharmacometrics. He has been the principal investigator for various research projects and published a good number of peer-reviewed scientific papers. One of his ongoing research projects is a clinical trial to compare the efficacy, safety, and tolerability of Triple Artemisinin-based Combination Therapies versus first-line ACTs + placebo for the treatment of uncomplicated Plasmodium falciparum malaria in Africa.
Ms. Martine UMUHOZA
Deputy Director General
Martine Umuhoza is the Deputy Director General at Rwanda FDA, with over 10 years of leadership experience in operations management across the public health, regulatory, and supply chain sectors. She has a proven ability to oversee large-scale operations, align business strategies with institutional goals, and drive organizational growth and efficiency.
Martine has successfully led complex, multi-stakeholder projects, overseeing supply chain, procurement, and performance management functions while ensuring compliance with national and international standards. She has extensive experience in managing cross-functional teams, optimizing processes, and building strategic relationships with both local and international stakeholders.
With an Executive MBA in Supply Chain Management and a Master’s in Management from Paris 1 – Sorbonne, Martine brings a wealth of experience in operational leadership, strategic decision-making, and organizational development. Fluent in English and French, she excels in navigating diverse regulatory environments and driving improvements that align with institutional objectives.
